A proposed route to the objective
A plan organizes work into an approach that can be inspected. It records dependencies, decision points and expected evidence. A useful plan gives direction while allowing new information to change the approach.
Keep the order meaningful
Map the existing payment boundary before choosing a replacement.
Define the contract that consumers must continue to receive.
Implement a bounded change and inspect its effects.
Run relevant checks against the resulting source state.
Review the result against the objective and constraints.
When the record drifts from the evidence
A plan can say that validation is complete while the most recent evidence still belongs to implementation. It can also point to a source state that no longer matches the observed work. The engineering foundations include detection of these kinds of plan drift and a read-only reconciliation preview.
Preserve the reason for a revision
When a discovery changes the plan, record why. That explanation helps a reviewer distinguish a deliberate adjustment from a skipped step or an unsupported claim of progress.
